Chief Operating Officer

As the former Chief Solutions Officer for Resource Environmental Solutions (RES), Randy led the development of multiple projects which have enabled major economic development projects to move forward in the face of regulatory challenges. The successful implementation of these projects required a deep understanding of the federal regulations and how they are interpreted locally, an appreciation for the role of various non-governmental stakeholders in the permit approval process, and the resources, experience, and expertise to implement the restoration activities.

Randy oversaw the development of the Carolina Heelsplitter Mitigation Bank and the Waccamaw Mitigation Bank in South Carolina, both precedent-setting projects for the region, along with overseeing multiple turnkey mitigation projects for major economic development initiatives in the area. He also has served as the President of the National Mitigation Banking Association.
